Joint Civil Society UPR Shadow Report, Echoes of Injustice: Civil and Political Freedoms Under Siege in Laos
October 2024

The report Echoes of Injustice: Civil and Political Freedoms Under Siege in Laos explores the alarming deterioration of civil and political rights in the Lao People's Democratic Republic. Authored by the Manushya Foundation and Power By Keyboard, this submission to the 2024 UN Universal Periodic Review details a chilling climate of repression where dissent is met with violence, intimidation, and systemic silencing of voices advocating for democracy and human rights.

The evidence presented showcases a range of human rights abuses, from enforced disappearances and suspicious deaths to failed assassination attempts aimed at activists. The cases of prominent figures such as Sombath Somphone and Bounsuan Kitiyano serve as reminders of the lengths to which the regime will go to maintain control. Anousa "Jack" Luangsuphom’s near-fatal shooting highlights the government’s blatant disregard for the safety of those challenging the status quo. Moreover, the report underscores the Lao government's complicity in transnational repression, collaborating with other authoritarian regimes to track down and silence dissidents both within and beyond its borders. This culture of fear not only stifles free expression but also undermines the fundamental rights of the Lao people.

Furthermore, the report calls attention to the Lao government’s efforts to suppress online activism and control digital spaces, employing tactics such as monitoring, account deactivation, and harassment of dissidents. The government’s attempts to discredit activists and manipulate public perception reveal a disturbing trend of state-sponsored censorship. In this context, the international community’s role becomes crucial in advocating for accountability and supporting the brave individuals standing up for their rights. Without meaningful intervention, the prospects for civil and political freedoms in Laos remain bleak, demanding urgent action from global stakeholders to address these violations and restore hope for genuine democratic change.
