Update:Attorney General Formally Indicts the Kaeng Krachan National Park Officers for Billy's Murder

หลังจากเหตุการณ์การเรียกร้องความยุติธรรม #saveบิลลี่ ในคดี #แก่งกระจาน ของชาวบ้าน #กะเหรี่ยง ล่าสุดเมื่อวันที่ 15 ส.ค. 2565 อัยการสูงสุดได้ลงนามให้ความเห็นฟ้อง "ชัยวัฒน์ ลิ้มลิขิตอักษร" อดีตหัวหน้าอุทยานแห่งชาติแก่งกระจาน จังหวัดเพชรบุรี และพวกอีก 4 คนในข้อหาร่วมกันฆ่า "บิลลี่ พอละจี รักจงเจริญ"
ปัจจุบันนายชัยวัฒน์ เป็นผู้อำนวยการสำนักบริหารพื้นที่อนุรักษ์ที่ 9 อุบลราชธานี กรมอุทยานแห่งชาติ สัตว์ป่าและพันธุ์พืช และในอดีตเขาเคยได้นำเจ้าหน้าที่อุทยานแห่งชาติเข้ารื้อถอนเผาทำลายที่อยู่อาศัยและพื้นที่ทำกินของ #ปู่คออี้ มิมิ หรือคุณปู่ของบิลลี่อีกด้วย
นับเป็นเวลานานถึง 8 ปีในการเรียกร้องความยุติธรรมคืนแก่บิลลี่และครอบครัว แต่เมื่อวันที่ 29 ก.ค. 2565 ที่ผ่านมา ศาลฎีกายังได้พิพากษาจำคุก 'วันเสาร์ ภุงาม' ชาวบ้านแก่งกระจานในข้อหาบุกรุกอุทยานฯ จะเห็นได้ว่าจนถึงปัจจุบันชาวบ้านบางกลอยยังคงต้องต่อสู้กับความอยุติธรรม พวกเขาไม่ได้เรียกร้องสิ่งใดมากไปกว่าความมั่นคงในที่ดินทำกินของพวกเขาและสานต่อการอนุรักษ์พื้นป่าที่ถ่ายทอดกันมานับหลายทศวรรษ
มูลนิธิมานุษยะ ขอยืนเคียงข้างพี่น้องชาว #กะเหรี่ยง ผู้พิทักษ์ป่า และขอเรียกร้องให้รัฐบาลไทยปฏิบัติตามคำเสนอล่าสุดของคณะกรรมกาธิการอนุสัญญาว่าด้วยการขจัดการเลือกปฏิบัติทางเชื้อชาติในทุกรูปแบบ (CERD) เพื่อมอบความยุติธรรมและ #เคารพสิทธิของกลุ่มชาติพันธุ์ ให้แก่พี่น้องชาวกะเหรี่ยง อีกทั้งเราขอเรียกร้องให้ผู้มีส่วนเกี่ยวข้องทุกท่านพิจารณาร่างพ.ร.บ.ทรมานอุ้มหาย เพื่อเป็นการเคารพต่อศักดิ์ศรีความเป็นเป็นมนุษย์ เพราะแม้ว่าการเรียกร้องในคดีของบิลลี่จะได้รับความยุติธรรมแล้วนั้น แต่สิ่งที่น่าเป็นกังวลอย่างมากคือ การเรียกร้องความยุติธรรมต่อคดีการทรมานและอุ้มหายใช้เวลาดำเนินการเพื่อให้ได้มาซึ่งความยุติธรรมนั้นล่าช้าและใช้เวลานาน เราจึงขอให้รัฐปรับปรุงกระบวนการและปฏิบัติตาม CAT ที่ตนเป็นภาคี พร้อมให้สัตยาบันต่อ CED โดยเร็วที่สุด

#ClimateJustice ⚠️ After 9 Years, Kaeng Krachan National Park Officials were finally charged with Billy's murder!
✊ Mr. Chaiwat Limlikitaksorn The former head of Kaeng Krachan National Park together with four park employees is charged with kidnapping and killing Mr. Porlajee Rakchongcharoen or 'Billy', a Karen leader from Ban Pong Luek, Bang Kloi, Kaeng Krachan District, Phetchaburi Province. The Attorney General's Office formally informed of its decision to indict these individuals on August 15, 2022. Illegal imprisonment, planned murder, and hiding the victim's body are among the allegations.
❗Billy was a Karen indigenous leader, and an environmental & community activist arrested at a park checkpoint for alleged illegal collection of wild honey in the forest. In 2011, Billy had filed a lawsuit over the destruction and burning of houses, and eviction of over 20 Karen families living in the Kaeng Krachan National Park (KKNP).
❗Billy was last seen on 17 April 2014, in the custody of Chaiwat Limlikitaksorn, then-head of Kaeng Krachan National Park in Phetchaburi province, and his staff. The park staff said that after briefly interviewing him, they released him and that they had no idea of his location. According to a statement released by the DSI, Billy's bones were discovered in Kaeng Krachan National Park on 3 September 2019.

✊ Manushya Foundation urges the Thai authorities to promptly finalize the case and punish all perpetrators responsible for Billy's murder. Thailand must stand up to its human rights obligations enshrined in international treaties such as the International Covenant on Civil and Political Rights and the International Convention on the Elimination of Racial Discrimination, protecting Thailand's indigenous peoples, among others.
