🚨#BanCUPT COVID-19 positive students have the right to take exams for university admission!
(EN Below) 🚨#แบนทปอ #แบนTCAS65 ติดโควิดก็มีสิทธิที่จะสอบเข้ามหาลัย!
⚠️ที่ประชุมอธิการบดีแห่งประเทศไทย หรือ ทปอ. ผู้การจัดระบบการคัดเลือกกลางบุคคลเข้าศึกษาในสถาบันอุดมศึกษา ไม่อนุญาตให้นักเรียนที่ติดโควิด หรือนักเรียนอยู่ในกลุ่มเสี่ยงต่อการติดโควิด (ต้องกักตัว) เข้าสอบ ที่เลวร้ายกว่านั้นคือ จะไม่มีการจัดรอบสอบซ่อม โดยให้ถือว่านักเรียนเหล่านั้น “ขาดสอบ” โดยอ้างเหตุผล 3 ข้อว่า
1️⃣ เป็นการปฏิบัติตาม พ.ร.บ. ควบคุมโรคปี 2558 ซึ่งระบุว่า ผู้ที่มีโรคติดต่อจะไม่สามารถออกจากสถานกักตัวได้
2️⃣ การจัดสอบที่โรงพยาบาลไม่อาจจัดให้มีมาตรฐานเดียวกัน และไม่สามารถนำข้อสอบที่ปนเปื้อนเชื้อโควิดไปบริหารจัดการได้
3️⃣ การใช้ข้อสอบคนละชุดสำหรับการจัดสอบรอบ 2 จะทำให้เกิดความได้เปรียบเสียเปรียบ
🚫การที่ทปอ.ไม่อนุญาตให้นักเรียนที่ติดหรือเสี่ยงที่จะติดโควิดเข้าสอบเป็นการละเมิดสิทธิของนักเรียนในการ “เข้าถึง” การศึกษาระดับอุดมศึกษาหรือมหาวิทยาลัย และคำแนะนำที่ให้นักเรียนที่ไม่ได้รับอนุญาตให้สอบ ไปสมัครสอบสาขาที่ไม่ต้องใช้คะแนนแทนนั้นเป็นการละเมิดเสรีภาพของนักเรียนในการ “เลือก”สาขาวิชาที่พวกเขาต้องการจะเข้าศึกษา
✊🏻มูลนิธิมนุษยะขอร่วมยืนเคียงข้างและต่อสู้ไปกับนักเรียนไทยในการเรียกร้องให้ ทปอ. และกระทรวงศึกษาธิการ “ยกเลิก” นโยบายเลือกปฏิบัติที่ตัดอนาคตด้านการศึกษาของเยาวชนไทย และปฏิบัติตามพันธกรณีที่ไทยมีต่อกฎหมายสิทธิมนุษยชนระหว่างประเทศ โดยเฉพาะสิทธิในการศึกษา ผลกระทบจากโควิดได้ตัดโอกาสหลายอย่างในชีวิตของนักเรียนไปมากแล้ว ดังนั้นผู้มีอำนาจไม่ควรซ้ำเติมด้วยการตัดโอกาสทางการศึกษาของนักเรียนอีก ผู้ใหญ่ต้องไม่รังแกเด็ก!

⚠️Council of University Presidents of Thailand (CUPT), an administrator of Thai University Central Admission System (TCAS), have made an official announcement to NOT ALLOW students who have been tested positive for COVID-19 or have to quarantine to take exams for university admission. Worse still, there is NO additional round for those students and they will be considered as “absent”. Three “reasons” are used by CUPT to wrongly justify their discriminatory practice:
1️⃣ On the ground of the Communicable Diseases Act 2015, any person who has, or is reasonably suspected to have contracted a dangerous communicable disease is prohibited from entering any other place.
2️⃣ It is not possible to keep the standard of the exam when organized at the hospital. Exam papers contaminated with COVID-19 cannot be used.
3️⃣ Using different exams for an additional exam round will lead to advantages and disadvantages in results.
🚫 The action of the CUPT that prohibits the students who are COVID-19 positive or are reasonably suspected to have contracted the COVID-19 blatantly violates the right to education, especially accessible higher education. Instead of providing a supportive solution, the CUPT recommends that those affected students should consider applying for programs that do not require TCAS scores. It shamelessly limits the freedom of the student to choose the program they want to study!
✊🏻 Manushya Foundation stands in solidarity with Thai students and calls on CUPT and the Ministry of Education to STOP implementing discriminatory policies that ruin the future of these young people and to live up to the international human rights standards, particularly the right to #EducationForAll. COVID-19 already brought many losses to Thai students. Those in power should not aggravate the situation by further limiting educational opportunities. The authorities must not bully the students!
